Mark my words: If the EPA starts to talk seriously punitive penalties against VW, VW will start using the Chattanooga plant as leverage. This is going to go back and forth a few times.

So, this is the tricky part. EPA is in the executive branch, so the President nominates the director. Tennessee went solidly Republican in 2012 (and there’s not a ton of reason to think it would swing), so all a tough EPA ruling would do (if VW cuts production in response) is push the state further in the same direction. A weaker ruling would probably not swing the votes that much (and certainly wouldn’t swing the state Democrat).
That said: talking tough is easy, and I still think that VWoA will make some rumblings about the plant as things progress.
